Job description

As a secretary, you will be responsible for agenda management, scheduling appointments and meetings, handling correspondence (phone and email) and taking care of administrative and organisational tasks for the head of department. You are often the first point of contact for clients and colleagues, whereby communication skills and administrative tasks go hand in hand.

Job duties

  • You handle a variety of questions and requests and provide secretarial, logistical and organisational support for the head of department and fulfil a support role for MT members;
  • You organise meetings, receptions, and business trips;
  • You take care of the administrative processing of various documents and agreements;
  • You take care of meeting agendas and keep minutes. You take into account the importance/confidentiality of the appointments to be made.

The organisation

The Rijksdienst Caribisch Nederland (RCN) is the link between the implementing services of ministries present on the islands of Bonaire, Sint Eustatius and Saba. Each ministry is itself substantively responsible for introducing and implementing the policy of the particular ministry. SSO CN is a shared service organisation and provides business operations and support in the areas of Human Resources Management (HRM), Procurement, Facility Management, ICT, Finance and Communications for all active departments in the Caribbean Netherlands.

The department

Facility Management (FaZa) takes care of business travel, vehicle fleet, mobile telephony, mail services and archives as well as all facility services in the RCN buildings, such as the technical service, cleaning, office supplies, beverage and sanitary facilities.

Job requirements

  • You have at least an MBO degree (vocational education) in a secretarial field;
  • You have extensive experience with agenda management;
  • You have an excellent command of all Microsoft Office applications;
  • You speak and write Dutch fluently. English and Papiamentu would be preferred. You have good communication skills;
  • You are stress-resistant, flexible, meticulous and proactive;
  • You can plan and organise your work well;
  • You are ethical, presentable, discreet, customer-oriented and service-oriented;
  • You are independent, quick-witted, collaborative and forward-looking;
  • You are proactive, hands-on, service-oriented and organisationally sensitive.    

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 5 and job scale 6  of minimum $1.888,- and maximum $2.984,-) for a 36-hour working week. Classification is based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • 13th month’s salary (8.33% of the annual income);
  • Vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours at a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment with good performance and a positive assessment result;
  • A relocation scheme for candidates responding from outside the island.

Procedure

An assessment, case and/or reference check may be part of the procedure. The following order is considered in the selection:

  • Official RCN staff on the Islands of Caribbean Netherlands (internal)
  • Residents of the Caribbean part of the Netherlands (external)
  • Other candidates (external)

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for the purpose of admission to the pension fund (participation is mandatory, including a personal contribution).
  • Dutch citizenship.

Good to know for interested parties outside the Caribbean Netherlands

  • The salary is in US dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
