OBJECTIVE/PURPOSE
- Oversees the global supply chain including domestic and international transportation, ordering and import/export facilitation across the NGC Group.
- Coordinates upstream and downstream supply and distribution and ensures the viability, efficiency and/or effectiveness of materials, information, and capital flowing through the supply chain.
- Oversees procurement planning, costing, negotiation, warranties, specifications and related supply chain and logistics management functions for several projects within the company.
- Ensures cost-effective procurement of supplies, equipment and services for all relevant contracts of the company.
FUNCTIONS
- Provides guidance and leadership in all aspects of supply chain management (SCM), bringing deep knowledge and best practice to the organisation, including the full range of e-procurement activities.
- Liaises with key stakeholders to ensure suitable SCM involvement in the development & implementation of major contract strategies and to support and facilitate effective contract management across NGC’s most significant contractual relationships.
- Oversees the strategic sourcing of high value, sensitive, complex, high profile requirements with due regard afforded to costs, quality, HSE and schedules variables consistent with NGC’s contracting policies & procedures.
- Oversees all aspects of the SCM function and provides guidance to the organization based on developments or amendments to the Public Procurement and Disposal of Public Property Act.
- Ensures all statutory reporting obligations are met as dictated by the Public Procurement and Disposal of Public Property Act.
- Oversees audit and review of the system procurement and disposal of public property to ensure compliance with the objectives of current procurement legislation.
- Manages the delivery of the logistics team to provide a cost-effective transportation service in support of evolving business units and subsidiary activities.
- Works proactively to build relationships with key stakeholders and deliver the supply chain service offering in business units, drives functional excellence and awareness both within the SCM team and in internal client groups
- Ensures wider business unit compliance with SCM processes and procedures and continually reviews same to ensure these remain fit for purpose.
- Collaborates with the Legal team to ensure that all contractual arrangements suitably mitigate NGC’s contractual, commercial and technical risk profile.
- Manages contractual disputes should they arise with support from legal and technical leadership.
- Attends relevant committee meetings and takes an active role on the Tender Committee to provide technical support and report on the company’s SCM activities.
- Ensures NGC meets its customs and inventory obligations with relevant statutory and regulatory authorities.
- Meets regularly with NGCs key contractors to ensure the value of the relationship is being delivered to both parties.
- Promotes safety and awareness among Supply Chain and Vendor staff aimed at zero accident / incident rate.
- Develops efficient supply chains that meet the complex needs of the operations.
- Uses best practice process improvement tools and methodologies to drive continuous improvement within the Procurement department.
- Executes any other related duties as assigned.
MINIMUM REQUIREMENTS
- A First Degree in Business, Law, Engineering, Economics or relevant program
- MBA or MSc in Supply Chain Management or relevant discipline
- Recognised Advanced Diploma in Supply Chain Management and Procurement
- A minimum of ten (10) years’ experience in Supply Chain Management level of which five (5) years should be at a senior management level in the Energy-based industry.
