Officer Risk & Control CW

General Purpose:

The Officer Risk & Control reports to the Head of Risk and Compliance and supports the organization-wide oversight of all risks across the Bank’s operations. These include both financial and non-financial risks, such as credit, market, liquidity, concentration, operational, Business Continuity Management (BCM), information technology, information security, reputational, legal and compliance risks.

The role plays a key part in developing, implementing and maintaining a strong risk culture and ensuring compliance with a robust and comprehensive internal control framework, including ongoing adherence to applicable laws, regulations, guidelines and supervisory directives.

The position provides strong input into the development and periodic review of the Bank’s risk strategy, risk appetite, risk limits and risk tolerances and functions independently as a second line of defense, challenging the relevance, effectiveness and consistency of risk management and control practices implemented by the first line. The Officer Risk & Control acts as a key advisor and execution partner to the Head of Risk & Compliance.

 

Position Highlights: 

  • Maintain and further develop the Bank’s Enterprise Risk Management (ERM) framework, including relevant sub-frameworks (e.g. SIRA / SARA), in line with regulatory and supervisory requirements.
  • Maintain and enhance a robust Operational Risk Management Framework (ORMF), including policies, standards, methodologies and governance arrangements.
  • Supports the development and implementation of risk management policies to strengthen the overall risk management and internal control framework.
  • Monitor and report on an ongoing basis on compliance with applicable laws, regulations, guidelines and directives, including CBCS operational risk requirements, and support regulatory reviews and follow-up actions.
  • Contribute to the establishment and periodic review of the Bank’s risk strategy, risk appetite statements, risk limits and risk tolerances, including the development of operational risk appetite, thresholds and triggers.
  • Monitor compliance with approved risk limits and tolerances and ensure timely escalation and mitigation of breaches.
  • Perform and/or review risk assessments of new products, services, processes, systems and material change initiatives prior to implementation.
  • Supports the maintenance and updating of the Bank’s Business Continuity Management (BCM) framework and ensure alignment with operational risk scenarios and regulatory expectations.
  • Perform independent second-line testing and validation of the effectiveness of key controls implemented by the first line of defense, clearly distinct from Internal Audit activities.
  • Analyze risk data, key risk indicators (KRIs), operational risk events and loss data to identify trends, emerging risks and areas requiring mitigation.
  • Contributes to the development and maintenance of operational risk management and measurement policies, standards and guidelines and contribute to the ongoing monitoring of the Bank’s operational risk profile.
  • Supports operational risk governance structures, including an Operational Risk Committee, and provide accurate, timely and decision-useful management information and reporting to senior management and the Board.
  • Design and deliver operational risk training and awareness programs to promote a strong risk culture across the organization.
  • Assist with the performance of stress testing related to asset quality, capital, liquidity, earnings and profitability in accordance with regulatory guidelines and incorporate the results into internal risk limits and tolerances.

Requirements: 

  • Master’s degree in Business Administration, Business Economics or a related discipline, Qualified RA/CPA is a pré.
  • Minimum of five years’ experience in a risk, finance or analytical function within a banking environment or audit experience in the financial services sector.
  • Demonstrated experience with operational risk management frameworks and second-line of defense activities.
  • Experience working within a regulatory or supervisory-driven environment; experience with CBCS or comparable regulators is an advantage.
  • Strong analytical skills with excellent proficiency in Excel and other analytical tools.
  • Ability to analyze complex information and present clear, business-focused insights.
  • Strong attention to detail and ability to perform effectively under pressure.
  • Excellent communication skills, both verbal and written in English, Dutch. Papiamentu is a pré.
