As a Learning & Development Manager, you are responsible for managing and maintaining the regulatory safety training management process and program, as well as overseeing the non-regulatory training and development initiatives across the organization. You play a critical role in supporting both AAA personnel and the broader airport community in meeting regulatory safety requirements under the AUA-AGA framework. In parallel, you lead strategic efforts to build organizational capabilities through non-regulatory training programs that drive professional growth and operational excellence. This role is essential to ensuring that all airport personnel uphold the safety competencies required for compliance with industry regulations and best practices, while also cultivating a culture of continuous learning and development throughout the organization.
Main responsibilities include:
- Develop, implement, and maintain the Safety Competency Framework, including guidelines, procedures, and competency matrices aligned with evolving safety standards and operational requirements.
- Define job-specific competency requirements grounded in industry regulations and airport operational needs to ensure role-based safety readiness.
- Lead the design, coordination, and management of training programs that meet international aviation safety standards and local regulations, ensuring a structured curriculum across operational roles.
- Oversee the selection, evaluation, and continuous monitoring of internal and external training providers to uphold training quality and relevance.
- Maintain full compliance with ICAO, IATA, and local safety training regulations by ensuring up-to-date certification records and program alignment with regulatory mandates.
- Implement audits and evaluations to ensure adherence to regulatory training requirements and maintain oversight of the Safety Management System (SMS).
- Create and maintain tools and validation processes for assessing employee safety competencies, ensuring readiness and continuous performance improvement.
- Analyze competency performance data and provide recommendations to enhance training effectiveness and address any competency gaps.
- Engage with HR, operational leaders, and external partners to identify training needs and drive communication strategies for training initiatives and policy updates.
- Supervise and guide a team by setting objectives, coordinating workload, offering feedback, and ensuring all team members are qualified and supported.
- Develop an annual training and development plan that aligns with organizational priorities and compliance obligations under the AUA-AGA framework.
- Prepare and manage the training budget, forecast training-related costs, and monitor execution to ensure efficient resource use and alignment with training goals.
Requirements:
- Bachelor's degree in Business Administration, Training & Development, Human Resources, Aviation Safety, or a related field.
- Certifications on ACI Airport Safety, ICAO Training Instructor, ICAO Training Developer, DGR, TSA Instructor, and DCA Trainer are a plus.
- Experience in aviation industry and airport operations.
- Strong understanding of aviation regulatory safety requirements (AGA, ICAO, IATA, local regulations).
- Experience in competency-based training development and implementation is a plus.
- Familiarity with learning management systems (LMS) and training evaluation methodologies.
- Experience in conducting audits, compliance checks, and competency assessments is a plus.
- Strong leadership, project management, and communication skills.
