Are you interested in actively participating and contributing to improving the health system of St. Maarten? The Department of Public Health is seeking to fill the critical positions of two (2) senior policy workers to successfully execute the various projects aimed at improving the health and wellness of our residents.

Who are we?

The Department of Public Health is responsible for policy and legislative formulation in line with international conventions and in collaboration with local, regional, and international Health Organizations. The Department supports several platforms that enhances the health sector, coordinates public health services’ safety and accessibility during disasters, and maintains a strong network with healthcare providers and stakeholders. Our priorities are to prevent unhealthy living conditions and promote the overall health of the society.

What can you expect?

The health reform program consists of multiple projects aimed at improving access to quality health care, while designing a financially sustainable reimbursement system. The projects vary from legislative updates on the laws and regulations that currently challenge our health system in guaranteeing continuous access to quality care, to developing and executing projects and activities aimed at improving the lifestyle and wellness of the residents.

Main tasks and responsibilites:

• Monitor and analyze mid-term and long term social and political developments and consider its implications for policy;

• Conduct and analyze qualitative and quantitative research on said developments and make research and policy proposals;

• Detect and evaluate bottlenecks in existing policies, formulate policy alternatives, and propose policy documents i.e. reports, strategic action plans, risk assessments, etc.;

• Identify and evaluate the different internal and external factors that affect relevant policy areas in the organization and ensure the overall coherence of the policy; whilst developing models, frameworks and tools for implementation, quality assurance and evaluation of policies;

• Propose and/or draft (custom) legislation; design guidelines and systems in response to policy changes or adapt the same;

• Consult with relevant agencies and organizations within and outside of the organization to carry out policy objectives;

• Implement and evaluate relevant policies and advise on complex administrative matters;

• Advise stakeholders, the Department Head and the Minister of VSA appropriately.

Minimum qualifications and core competencies:

• Master’s degree in health sciences and/or legislative law;

• Excellent verbal and written communication skills;

• Team player who actively engages and maintains stakeholder relationships and collaborations;

• Able to collectively design and execute interventions aimed at achieving the Ministry’s goals;

• At least 3 years in a similar role with comparable goals and responsibilities;

• Has the ability to multi-task and manage deadlines;

• Function within a small team, be self-sufficient and self-motivated.

 

Salary ranges from a minimum of Naf. 5,945 to a maximum of Naf. 9,820 depending on experience and qualifications.
