The Caribbean Development Bank (CDB or the Bank) is seeking to recruit a national from its member countries to fill the position of Information Technology Governance Manager (ITGM) in the Information Technology Solutions Division (ITSD). The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

 

THE DIVISION

ITSD is responsible for the delivery of the Bank’s IT Strategy, implementing digital transformation and supporting CDB to achieve its mandate.  ITSD provides secure and cost-effective platforms, applications and agile services to all business areas, and acts as a strategic catalyst to drive and promote innovation.

ITSD, led by the Chief Information Officer (CIO), is organised into seven Studios – Operations, Corporate, Collaborations, Data, DevOps, Cloud and Service Desk – which report to the Agile Portfolio Manager.

The Studios interact harmoniously to support and improve the pillars of the Strategy, which will help CDB to remain efficient, responsive, collaborative, competitive and innovative.

 

THE ROLE

Reporting to CIO, ITGM leads, manages and enforces the enterprise IT risk management and information security framework/methodology working across value streams.  This includes all information security activities.  In addition, ITGM works with the CIO to build the enterprise architecture for records management to ensure that  information asset management practices are in place for all departments.  

 

KEY RESPONSIBILITIES

The job will require ITGM to:

  • Lead and manage the IT risk management system and information security, ensuring compliance with the IT risk framework/methodology.
  • Manage the IT Compliance and Information Officers’ Team ensuring the delivery of daily scrum activities.
  • Develop compliance and records management policies, procedures and practices in relation to governance and planning functions; and monitor effective implementation of the policies and procedures.
  • Ensure the availability, confidentiality, integrity, and auditability of the Bank’s information.
  • Lead Release Management; in conjunction with operations’ studios, track configuration items and keep technical documentation control.
  • Propose and implement organisation-wide recordkeeping tools for the effective creation, receipt, distribution, management, and storage of all records.
  • Liaise with records management focal points across the organisation for all matters pertaining to records management.
  • Establish and govern an enterprise data governance implementation roadmap including strategic priorities for development of information-based capabilities.
  • Roll out an enterprise wide data governance framework, with a focus on the improvement of data quality and the protection of sensitive data through modifications to organisation behaviour policies and standards, principles, governance metrics, processes, related tools and data architecture.
  • Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the Bank’s principal information assets.
  • Serve as a liaison between business and functional areas and technology to ensure that data-related business requirements for protecting sensitive data are clearly defined, communicated, well understood and considered as part of operational prioritisation and planning.
  • Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise.
  • Define indicators of performance and quality metrics and ensure compliance with data-related policies, standards, roles and responsibilities, and adoption requirements.
  • Identify new business opportunities pertaining to the use of information assets to achieve efficiency, effectiveness and represent data as a strategic business asset.

 

QUALIFICATIONS AND COMPETENCIES

The ITGM will have a solid technical background and the ability to work across multiple departments within a complex organisation structure.  The ideal candidate should be well experienced in the complexities of IT Compliance and Information Management services, with the ability to build out digital capabilities to transform organisations.  He/she must have an excellent track record and experience in agile project management, as well as a firm understanding of risk management, information security, compliance, and enterprise architecture principles.  Given the requirements of the job function, the ITGM must have an exceptional grasp of current and emerging technology trends, and possess the requisite business acumen to foster relationship building and change management in a multi-cultural work environment.

 

EDUCATION AND EXPERIENCE

Essential

  • A Bachelor’s or Master’s degree in Information Management, Computer Science, Data Governance, Information Security or related field.
  • A minimum of six years’ experience working within an information or data governance function, preferably in an international organisation or multilateral environment with two years’ experience leading a data and/or security governance programme.
  • Demonstrated knowledge of data governance practices, business and technology issues related to management of enterprise information assets and approaches related to data protection.
  • Sound knowledge of industry-leading data quality and data protection management practices.
  • Practical experience in the implementation of IT policies and procedures.
  • Experience in the monitoring of IT risk and security controls to ensure compliance and business cyber-resilience.
  • Experience liaising with Internal Audit and other oversight units on enforcing compliance with company policies and best practices.
  • A good understanding of information management practices including information lifecycle management, data modelling, master data management and the conduct of business audits and requirements gathering.

 

Desirable

  • Recognised certification in Information Security such as: Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP) or Certified Security Analyst.
  • Strong agile project management skills.  Certified Scrum Master.
  • Practical experience in the implementation or use of document and/or records management systems such as SharePoint or similar technology.
  • Additional knowledge and expertise in other IT segments.

TERMS OF APPOINTMENT

This is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal.  Salary is competitive and commensurate with qualifications and experience.  A pension plan, life and medical insurances are included in the benefits package.
