Head of Technical Programmes

Job Summary
To lead in the Technical Programmes within the CCREEE Renewable Energy (RE) and Energy Efficiency, Integrated Resource and Resilience Plan, Project development, Knowledge management, Capacity Building, Communications and Public Relations, ensuring close coordination with the relevant CARICOM Institutions, the Energy Unit of the CARICOM Secretariat, and the CCREEE development partners.

Summary of Key Responsibilities
  • Development of work programmes in collaboration with the network of National Focal Institutions (NFIs) among Member Countries, the Thematic Hubs (TH), the Technical Committee, and organizing regular meetings with the NFIs and THs.
  • Support the ED in the management of the Technical Committee (TC) and any other subsidiary technical bodies of the Centre.
  • Implement the decisions and recommendations of the ED and TC.
  • Support, in cooperation with the relevant stakeholders, the revisions of the CCREEE Five Year Strategic Plans.
  • Development of the annual work plans, progress reports and coordinate same with the Financial Manager.
  • Provide strategic support and inputs for the annual work plans of the Centre.
  • Ensure effective human resource processes and effective management practices.
  • Represent the Centre and raise awareness on renewable energy and energy efficiency opportunities in the Caribbean region as well as on international levels.
  • Travel regularly to Caribbean countries and international key events to participate in conferences and workshops.
  • Supervise the development, appraisal, implementation, and monitoring of CCREEE projects and programmes.
  • Supervise the execution of conferences, workshops and trainings of the Centre.
  • Establish regular consultations with key stakeholders and key market enablers in the region.
  • Build strong technical partnerships between the Centre and other institutions in the region or on international levels.
  • Establish strategic links to donor partners and to loan and equity finance institutions.
  • Support the communication network with national and regional chambers of commerce and other RE&EE lobbying agencies in the Caribbean region.
  • Any other responsibilities or functions delegated by the Executive Director.
Education and Experience
  • Master’s degree in Renewable Energy, Engineering, Natural Sciences or any other related energy discipline.
  • Minimum of 12 years of relevant job experience in the energy sector, with demonstrated experience in RE and EE.
  • Scope of knowledge and experience on energy efficiency issues and tools, including generation, transmission and distribution to end use areas.
  • Sector related expertise in transport, industries and SMEs including experience in energy management standards and principles.
  • Documented RE&EE work experience in the Caribbean is a requirement. International experience which allows knowledge-transfer to the region is an added value.
  • Experience in international development cooperation and the management of development partners are prerequisites.
  • Proficiency in the use of technical software and tools (e.g., PLEXOS, DIgSILENT, HOMER, RETScreen, eQuest, etc.) for the analysis and modelling of RE and EE systems.
  • Proficiency in the use of word, mathematical presentation and communication processing tools (viz. Word, Excel, PowerPoint, Access and other similar software).
  • Proven capabilities in high level management position(s) within the public and/or private sector, with a minimum of 7 years of senior management experience.
  • Ability to forge and manage relations with development partners.
  • Ability to work under pressure and handle politically and culturally sensitive issues.
  • Proficiency in English; knowledge of Spanish or French is an added value.
  • Flexibility and adaptability to varying work and travel schedules.
