Engineering Corporate Support Manager

Applications are invited from suitably qualified nationals of Trinidad and Tobago for Contract Employment, in the position of Engineering Corporate Support Manager in the Division of Infrastructure, Quarries and Urban Development (Tobago House of Assembly).

 

JOB SUMMARY

The incumbent is required to assist with the planning, coordinating, managing and implementation of support works for the Engineering Corp & Design services.

 

REPORTS TO: Administrator

SUPERVISION GIVEN TO: Designated Officer

 

MAIN DUTIES AND RESPONSIBILITIES

• Directs and coordinates the activities of the professional and support staff of the department.

• Develops and implements systems for programmes and projects within the Engineering service.

• Identifies obstacles to implement and recommend in appropriate solutions.

• Coordinates the selection/refinement of performance indicators relevant to the Tobago House of Assembly (THA).

• Directs the conduct of and/or commissions evaluation/impact assessment studies of key projects. 

• Participates in the process of project selection, prioritization and budgetary allocations of funds to ensure consistency with goals and objectives of the Tobago House of Assembly (THA).

• Organizes and conducts mid-term and post project evaluations and prepares periodic progress reports on projects with the support of the relevant stakeholders.

• Coordinates data collection of assessments which are applicable to Engineering designs.

• Monitors and analyses emerging trends and developments in the private sector and external environment and the implementation of these into these Tobago House of Assembly (THA) Development Agenda.

• Prepares Cabinet Notes, briefs, reports and presentation on programme related matter; reviews status and other reports prepared by project personnel.

• Convenes meetings with management, programme staff, contractors/consultants to discuss programme matters and to provide updates on programme.

• Performs related works as may be required.

 

KNOWLEDGE

• Extensive knowledge of principles, techniques and methodologies used in an Engineering Support System, both qualitative and quantitatively.

• Considerable knowledge of results based planning.

• Considerable knowledge of management principles and practices.

• Considerable knowledge of organizational structures and systems of the Public Service.

• Knowledge of the principles and practices involved in strategic planning, programme management and integrated Engineering Systems.

 

SKILLS AND ABILITIES

• Skilled in the use of personal computers.

• Proficient in the use of Microsoft Office Suite.

• Ability to lead and motivate team in research, architectural and Engineering drawings and Engineering lab works.

• Ability to plan, organize, direct and coordinate professional and other support staff engaged in the Engineering Corp. and Design Services.

• Ability to compile and analyse data and prepare comprehensive reports.

• Ability to express ideas clearly and concisely, both in writing and orally.

• Ability to establish and maintain effective working relationships and interact with different stakeholders.

• Ability to use tact and diplomacy in the performance of duties. 

• Ability to observe and maintain confidentiality in the performance of duties.

 

MINIMUM EXPERIENCE AND TRAINING

• A minimum of five (5) years’ experience in performing duties related to Engineering, surveying, planning, research and material testing, including three (3) years’ experience in directing a team of professionals.

• Training as evidenced by:

• A Masters’ Degree in any branch Civil Engineering from an accredited and recognized University.

OR

• Minimum of six (6) year’ experience performing duties related to Engineering, surveying, planning, research and material testing, including four (4) years’ experience in directing a team of professionals.

• A Bachelor’s Degree in Civil Engineering from an accredited and recognized University or Institution.
