The function entails dealing with challenging spatial development issues, an important role in the development of a vision and policies on spatial planning, housing and infrastructure, including a broad package of tasks within a small-scale organization. In the context of spatial planning, you will advise about spatial planning projects and supervise the preparation of development/zoning plans, which will consist of provisioning of information and providing response to public consultations, objections and opinions. You will work in a small dedicated team.


Responsibilities will consist of, but are not limited to:
• Policy development in a broad and complex policy area in the field of housing and spatial planning or other aspects in the fieldwork of the department (in consultation with relevant stakeholders);
• Implementation and evaluation of the relevant policy;
• Advising on complex administrative and legal matters, on spatial matters (mainly) as well as other topics related to the fieldwork of the department, taking into account current and future policies and legislation
• Leading and managing multidisciplinary projects within the work field of the department (monitor quality, effective time management, budget, organization and information);
• Advising the management of the department;
• Planning of projects and procedures regarding the drafting of new development (zoning) plans;
• Assisting the management with the other tasks within the department.


Minimum job requirements
• In-depth knowledge of the broad and complex policy areas of government and related policy areas;
• Specialist knowledge of the applicable laws, both in administrative, constitutional and civil law and land management policies, procedures and the ability to apply them to the field;
• Insight into the functioning of the public administration, the government organization and the associated decision-making circuits and sensitivities;
• Proficiency in reaching a consensus through conviction with regard to the preparation of advices, changes in regulations and policy proposals, as well as in the ability to coordinate various sub-areas and to align with other policy areas and to keep an overview of all action points;
• Ability to coordinate and draft advices, procedural documents, legislative changes, policy proposals, requests, plans, etc.;
• Skillful in assessing administrative relations and the administrative / political and technical feasibility of advices or proposals;
• Has a University degree, preferably with a focus on Urban Planning, Social Geography and Spatial Planning, or similar knowledge through a combination of education and experience;
• Work experience in a similar function within a government municipality or consultancy office;
• Ability to communicate fluently in both the Dutch and English language;
• Can set priorities, results-oriented, prompt and possesses strong integrity.
• Ability to work independently or in a team with minimum supervision.


The initial position will be a temporary appointment/contract with the possibility of a permanent appointment/contract thereafter, based on a workweek of 40 hours. Salary depends on knowledge and experience and is in a range from ANG 5,092 to 9,821 before taxes.
